Lao-German HRDME Programme is the bilateral programme and it is one of the GTZ implementing programme in Lao PDR which focus on “Government and private sector jointly improve the administrative, institutional and human resource conditions for private sector and small & medium enterprise  development HRDME intends to help the Lao PDR achieve its 2020 and NSEDP objectives, i.e. sustain economic growth of 7.5 – 8% and, thereby, reduce poverty. The approach is to improve the framework conditions for private sector and small and medium enterprise development and human resource development, particularly vocational education and training.

HRDME comprises two complimentary components, which contribute towards the overall goal, i.e. Private Sector Development, with a special focus on Small and Medium Enterprise Promotion and on Labour Market-Oriented Integrated Vocational Education and Training. HRDME pursues best practices and lessons-learnt from previous GTZ – and other projects, to support the ambitious economic development goals of Lao PDR effectively and sustainably..”

The following are the official agreements:

  • The Summary record of the intergovernmental negotiations between the Government of the Federal Republic of Germany and the Government of Laos PDR on Development Cooperation in Bonn, Germany, dated 5-6 September 2006.
  • The Summary record of the intergovernmental negotiations between the Government of Laos PDR and the Government of the Federal Republic of Germany on Development Cooperation in Luang Prabang dated 28 October 2004.
  • The following documents shall form the basis of this Agreement:Lao-German Development Cooperation Agreement dated 13. Juli 2007.

In accordance with the aforementioned Agreement dated 28 October 2004, details of the Programme are to be laid down in an agreement between GTZ and MoFA. GTZ is acting in execution of the commission with which it has been charged by the Government of the Federal Republic of Germany.

  1. Wow…this is a really wonderful first attempt on your part Bountham. I like it so much. Now please prove to me that you can write something in Lao. Also I would encourage you to try and have a link with GTZ and other interesting sites. Did you know that you can place the entire Vientiane Times here so you do not read them in the weekly meetings…ha, ha, ha
