In pursuing the ambitious national development goal, the programme follows an innovative and participatory approach in sustainably supporting four institutions. It cooperates nationwide with the following government and private sector institutions:
- Ministry of Planning and Investment (MPI)
- Ministry of Education (MoE)
- Ministry of Industry and Commerce (MoIC)) and its Small and Medium Enterprise Promotion and Development Organisation (SMEPDO)
- Lao National Chamber of Commerce and Industry (LNCCI)
However the number of cooperation partners goes beyond that of the major partners, and includes among others provincial governments, local chambers of commerce, business associations, research institutes, and vocational training schools and centres. Thus, its support is geared towards the national policy and strategy level (macro level) as well as the executive or management level (meso level) including selected provincial level institutions and selected value chains (micro level).
The principle approach is to support dialogue and cooperation among public and private institutions in order to jointly find solutions for problems and issues hindering a faster and smoother development of the country‘s economy in general and the private sector and small and medium enterprise development in particular.
